1. Formulated science and technology policies and increased support. The "Management Measures of Huadu, Guangzhou for Promoting High-quality Development of Science and Technology Enterprise Incubators" was formulated and promulgated; and pursuant to Article 7 of the said Measures: Evaluation and Rewards, the "Evaluation Index System of Huadu District for Science and Technology Enterprise Incubators" was formulated, and the work of 2022 incubator evaluation and rewards was carried out. In support of the implementation of the "Ten Rules for Intellectual Huadu", the "Implementation Plan of Huadu District for the Identification and Rewards of Leading Teams of Innovation and Entrepreneurship”, together with relevant application guidelines, was released, adding an additional piece to continuous improvement of the district-level scientific and technological innovation support policy system.

　　2. Fostered stronger technological innovation entities and consolidated the foundation of innovation

　　1) “Six steps" to gear up the cultivation of high-level enterprises. Step 1 survey: Online training registration, questionnaires and other ways were employed in the first quarter to collect information about applications for high-tech enterprise status in the District, and the initial results showed that 330 enterprises intended to apply in 2022; Step 2 publicity: three promotion meetings with combined online and offline publicity activities were held to provide targeted guidance for enterprises, which had an audience of nearly 5,000 people, and were covered 47 times by news media at central, provincial and city levels, including China Report, Nanfang +, and Guangzhou Daily; a head entry for the publicity of Huadu high-tech enterprise service matrix and two short videos of "How to Apply for High-tech Enterprise Status in Huadu” were made, which were reported for over 1,000 times in various media at city and District levels; Step 3 station building: two municipal high-tech enterprise service workstations in Guoguang 2025 Park and Dingsheng Valley Industrial Park were created, which started from enterprise situation research, policy publicity, application counseling, and professional services, to provide a complete range of services that will further improved the high-tech enterprise cultivation service system; Step 4 communication: towns, streets and management committees were organized to hold work meetings for cultivation of high-tech enterprise and evaluation of technology-based small and medium-sized enterprises to further define and clarify local management and service responsibilities; Step 5 application: 440 applications for high-tech enterprise status were submitted by companies in the District in 2022, representing a year-on-year increase of 52.78%, which is the second highest increase rate in Guangzhou; there were 382 companies with district-level recommendation, a year-on-year increase of 34.51%, and 349 were recognized as high-tech enterprises, a year-on-year increase of 39.04%; by the end of 2022, the number of existing high-tech enterprises in the District exceeded 870 for the first time；Step 6 development: the District recorded in 2021 a total of 189.688 billion yuan in output value of high-tech products, ranking third in the city, with a year-on-year increase of 15.28%. The output value of high-tech products accounted for 68.5% of the total industrial output value (276.897 billion yuan), demonstrating the booming development of high-tech industries.

　　2) Number of companies listed in the national pool of science and technology-based small and medium-sized enterprises increased by more than 50%. We stepped up our work on the publicity of joining the pool of science and technology-based small and medium-sized enterprises, organized all towns, streets and management committees to properly evaluate and mobilize enterprise to apply for that status of science and technology-based small and medium-sized enterprises, and as part of our effort to further improve the service system for science and technology-based small and medium-sized enterprises, we recommend Guangzhou Airport Industry Development Co., Ltd as a municipal-level professional science and technology service institution for science and technology-based small and medium-sized enterprises. As a result, a total of 1,031 companies were included in the pool in 2022, a year-on-year increase of 57.89%.

　　3) We cultivated innovation platforms and enhanced the level of innovation. Firstly, breakthrough was made in the field of high-level enterprise research institute, with the research institute of CETC Potevio Science &Technology (formerly Jiesai Technology) being recognized as a municipal high-level enterprise research institute; secondly, the innovation platform system of the District has been in gradual improvement, 548 industrial enterprises above designated size in the District have had their own R&D institutes, a number ranking third in the city; as of 2022, Huadu District has 1 provincial key laboratory, 2 provincial new research and development institutions, 92 provincial engineering technology research centers, 2 municipal key laboratories, and 1 municipal high-level enterprise research institute.

　　4) We promoted innovation and entrepreneurship incubators to excel and get stronger. Firstly we explored the potential of incubators in the District, guided the planning of the incubation sites, and gave play to the role of the incubators in promoting innovation and entrepreneurship and attracting talents. In 2022, the District had 3 additional Guangzhou cultivation units of science and technology enterprise incubators. Secondly, we carried out counseling for key projects, such as Guangzhou Airport Industry Incubator, Guangzhou Airport Crowd Innovation Space, and other provincial incubators, giving them guidance on improving their incubation service systems. In 2022, Guangzhou Airport Crowd Innovation Space became the first filed national crowd innovating space of the District, marking a zero-to-one breakthrough in national incubator area; as of the end of December 2022, there were 16 science and technology enterprise incubators (including 2 at the provincial and municipal levels respectively) and 10 crowd innovation spaces (including 1 at the national and provincial levels respectively), with a total incubation area of 324,700 square meters.

　　5) We implement registration of scientific and technological projects and supported innovative research and breakthrough. Firstly, 4 enterprises in the District won the second prize of the 2021 Guangdong Science and Technology Awards. Secondly, a number of entities received subsidies for registering projects under provincial or municipal science and technology plans, 6 enterprises each received 2 million yuan subsidy given to winning enterprises of the 2022 Guangzhou Innovation and Entrepreneurship Competition, 14 enterprises each received 1.5 million yuan biomedical industry subsidy given by the 2022 Guangzhou Enterprise Innovation Plan, and 9 science popularization bases received 2.1 million yuan subsidy for science popularization projects given by the 2022 Guangzhou Innovation Environment Plan; 1 enterprise won the 300,000 yuan subsidy given to second prize winner of the Provincial Science and Technology Progress Awards by the 2022 Central Government Funds for Guiding Local Science and Technology Development; in 2022, 10 projects were registered as Guangzhou basic research projects (basic and applied basic research projects) to receive a fund of 500,000 yuan. Thirdly, we strengthened basic research, improved scientific and technological innovation capabilities, implemented the policy of streamlining administration and delegating power. We carried out call for projects for 2023 basic and applied basic research projects under Guangzhou Basic Research Plan; the applications this time were all reserved for "young scientific and technological persons with doctoral degree"; and a total of 3 project declarations were received and have been recommended to Guangzhou Science and Technology Bureau. We also organized the call for projects for 2022 District-level medical and health sector general scientific research special projects, in which a total of 155 projects were collected, and 125 projects have been approved after evaluation.

　　6) We geared up in the publicity, mobilization and guidance of competitions to create a favorable climate for innovation and entrepreneurship. Firstly, we strengthened overall planning. In organizing the China Innovation and Entrepreneurship Competition, we gave guidance and assistance to participating projects through the whole process from mobilizing enrollment of enterprises, , pre-competition training, to project roadshows. Second, we adhered to result orientation. Taking the opportunity of the introduction publicity of incubator policy, we publicly announced the index system for incubator evaluation, in which it was clearly defined that incubators recommending enterprise to participate in the innovation and entrepreneurship competition could get extra points in the evaluation, and that the performance evaluation results were to be linked to financial support, in order to improve the enthusiasm of the incubators to mobilize their enterprises to participate. Thirdly, we enhanced the guidance by public opinion. TV media, WeChat public accounts and other news channels were employed to publicize and report on previous award-winning enterprises, and the coming competition. 187 enterprises in the District enrolled for the competitions, a year-on-year increase of 96.8%; and 43 of them won awards in provincial and municipal competitions.

　　7) We guided the allocation of financial resources to scientific and technological innovations, and further promoted the integrated development of science and technology, finance and industry. Firstly, we guided enterprises in the District to apply for Guangzhou Technology-based SMEs Credit Risk Loss Compensation Fund. In 2022, Guangzhou Technology-based SMEs Credit Risk Loss Compensation Fund Pool provided a total of 3.985 billion credits to 589 enterprises in Huadu District. Secondly, we paid close attention to the building technology financial workstations. At present, a total of 4 financial workstations in Huadu District have been approved by Guangzhou Science and Technology Bureau as municipal-level technology financial workstations, which lays a good foundation for the construction of technology financial platforms.

　　8) We held a launching ceremony for the 2022 Guangzhou Huadu District Science and Technology Week to optimize the innovation climate. The launching ceremony of the Science and Technology Week, under the theme of "Together We Walk with Science and Technology", was successfully held; plaques were awarded to Excellent Units of Science and Technology Innovation and High-tech Enterprise Service Workstations in the District; a strategic cooperation agreement was signed by the District Bureau of Science, Industry, Commerce and Information Technology and Guangzhou Productivity Promotion Center Co., Ltd., a subsidiary of Guangzhou Industrial Investment and Capital Operation Holding Group to carry out all-round strategic cooperation on co-construction and sharing of innovative resources and on in-depth integration of production, education and research. "Intelligent Huadu" , an exhibition centering around key areas of scientific and technological innovation, such as metaverse and artificial intelligence was held, in which special zones are set aside for the display of excellent science and technology popularization projects in intelligent manufacturing, integration of science and education, and "micro" science popularization base, highlighting the power of Huadu in the intelligent manufacturing. This year's Science and Technology Week also cooperated with Guangzhou Genimous Universe Technology Co., Ltd., an outstanding enterprise in the District, to create an online "Intelligent Huadu Pavilion", to continuously publicize outstanding innovative enterprises and scientific and technological innovation projects of the District, a "never-ending" show of scientific and technological activities. Huadu Release, Toutiao, Guangzhou Daily and other media have intensively cover the event and Huadu's achievements in scientific and technological innovation, helping to create a good climate for scientific and technological innovation.
